Whenever any ordinance adopted for the designation of landmarks or districts requires
a longer waiting period or imposes higher standards with respect to a designated landmark
(or district) than are established under any other statute, charter provision, or
regulation, this article shall govern. Whenever the provisions of any other statute,
charter provision, or regulation require a longer waiting period or impose higher
standards than are established under this article, such other statute, charter provision,
ordinance, or regulation shall govern.
